    If the city had the capacity to fund a new shelter, there is no reason I believe we need Measure I to raise an additional $400 million Bond. Vote "no" on Measue I.

    If the city has the resources to manage an additional shelter, it suggests there is more budget flexibility than previously indicated. This, in turn, calls into question the necessity of issuing a new $400 million bond. I will be voting "no" on Measure I.
