    The City trades 10 acres at Warburton for ~27 acres at the historic Agnews campus, nearly 3x the civic footprint, with 9 existing buildings included. The Warburton site sits inside the ECR Specific Plan area, where housing belongs. VOP funds due diligence, CEQA is required, and Council still must approve the final exchange in 2027. Strong off-ramps, no binding commitment tonight. Resolves the pending Builder's Remedy dispute on better terms than litigation. Please form a robust CAC on June 9

    We just bailed the city out $400 Million, and before the paint is dry on even a single project promised to us, the city wants to give up civic center and move city hall FURTHER from the people, so they can have nicer offices for themselves? Don't think we're fooled into believing this is "just about exploring options" either. You don't enter an exclusive negotiating agreement for something you aren't already sure you want.

    Why are promised maps, Exhibits A-1 through A-3, not present on pages 14-16 in the Exclusive Negotiation Agreement document? The pages are blank. Similarly pages 26, City Exchange Parcel, and 27, Form of Reimbursement Agreement, are blank. It doesn't seem like a good idea to sign a document that is missing critical maps and documents.
