    The agenda pkt mentions "vehicle breakdowns". Well, how is a person with an inoperable vehicle expected to get to safety, if not by walking along the expressway to the nearest cross-street, or further if they don't have a cell phone & need to find a pay phone? All expressway sections should have shoulders wide enough and free of debris & overgrowth to accommodate vehicle breakdowns & pedestrians. While sidewalks along every mile would be ideal, until that happens, pedestrians should be allowed.
