4. 20-521 Public Hearing: Action on an Amendment to Development Agreement for Gateway Crossings Project at 1205 Coleman Avenue [Council Pillar: Promote and Enhance Economic, Housing and Transportation Development]
I oppose approving this amendment as is. Changing this sequencing is a renegotiation of the contract despite what Hunter Storm claims. The City should evaluate what it will receive in return for this change.
COVID-19 has made it clear affordable housing is in critical need, a reasonable trade for this amendment would be to increase the amount of affordable housing, or lower the AMI requirements of the planned housing to make it more affordable.
The Mayor and Council should not approve this DA amendment as-is. This DA amendment will cost the City tax revenue while saving the developer millions in construction costs. The City should be getting something in exchange for re-negotiating this deal.
COIVD showed us the dire need for more affordable housing in the city. Sooner we can get it the better.
I support a request to require an additional 5% affordable housing to match new projects within the City as requirement for a modified DA.
The City should not approve this amendment. Delaying building a hotel will result in a loss of tax revenue for the City with no benefit in exchange. It will take several years to build a hotel, at which point travel is likely to have recovered from the current crisis. Additionally, the site's proximity to SCU supports the use of a hotel even without as much world wide travel.
If the City chooses to amend their deal with Hunter Storm, they should at least get something in exchange.
As a resident of Santa Clara, I strongly support this request. This change is needed, due to an unprecedented drop in world wide travel. This plan is sound. Shifting timing will help insure the project succeeds, and also provide housing sooner.
Our community urgently needs this housing, especially affordable housing. A developer willing to risk moving forward in these complicated times should be encouraged by Santa Clara. I therefore support this request to change the hotel phase timing.
