    What does "stand in solidarity" mean? Though meant to convey empathy it's an empty phrase when there are no action items to back it up, just as being "committed to protecting and serving all ... etc." does not explain what changes will be made or how. Why not commit to having the Santa Clara Police force look like the citizens of the city by the year 2028? We know our city's demographics, so we should recruit, hire, support and promote a police force matching those demographics.

    Setting aside for the moment that this agenda item has the appearance of "virtue signaling," perhaps the Mayor, the City Manager, the Police Chief, and the City Attorney also draft a resolution to the mayor and civic administrations of Washington, DC, Baltimore, Chicago, Detroit, Cleveland, St Louis, Kansas City, and others, denouncing their high rates of same-race murders. Reference: 2018 FBI Uniform Crime Report Table 6.

    I support the efforts of the council and police department to address systemic and institutionalized racism. I encourage the ad hoc committee to host several listening sessions that are targeted to all demographic groups within the city. The committee's action plan must go beyond good intentions and examine the local systems in which the city's residents live in and change them.

    I am very pleased that the City is moving forward with the Commit to Action Initiative. I encourage Mayor Gillmor and Chief Nikolai to create a committee that is representative of all Santa Clara City stakeholders and includes individuals from a wide range of backgrounds. I also encourage them to be transparent with the committee selection process.
