    I believe that the Brown act allows commissions and committees to add items to their agendas. There were complaints at the governance and ethics committee that Planning commission was putting too many demands on staff. When I joined the planning commission we had two meetings per month and we had architectural review committee. Last year we canceled many planning commission meetings and this year there are only 13 on next years schedule.
