    Except for possible legal disputes, total payment to the City, for a period of 20+ years, follows: " ... the Advertiser agrees to pay City $70,000 per new billboard face." Doesn't this seem like a heavenly deal for the Billboard owner? Shouldn't there be an annual fee too, perhaps a percent of the Billboard owner's revenue, such as a modest 3-6% ? Hasn't the City of Santa Clara learned anything about how to support itself? (That Hwy 101 spot would make a fantastic NFL advertising location.)
