1. Use the eComment tab located on the City Council Agenda page https://santaclara.legistar.com/Calendar.aspx). eComments are directly sent to the iLegislate application used by City Council and staff, and become part of the public record. eComment closes 15 minutes before the start of a meeting.
2. By email to clerk@santaclaraca.gov by 12 p.m. the day of the meeting. Those emails will be forwarded to the Council and will be uploaded to the City Council Agenda as supplemental meeting material. Emails received after the 12 p.m. cutoff time up through the end of the meeting will form part of the meeting record. Please identify the Agenda Item Number in the subject line of your email. NOTE: Please note eComments and Emails received as public comment will not be read aloud during the meeting.

Our family strongly oppose the Benton shelter project at Lawrence and Benton. It's a place dedicated for families in the neighborhood to celebrate holidays as our tradition. It's also not a suitable venue for shelter. It's not closed to public services and groceries.
Oppose! We can't sacrifice our community's well-being by blindly building a homeless shelter. A lot of info in previous meetings was misleading. We must empathize with the children and prioritize their healthy growth. How can they have a healthy development in an environment filled with mentally ill and drug-abusing individuals?
I oppose the proposed interim housing site at Benton and Lawrence. "Special needs" individuals that have not received the training and support during the early years of development will require HUGE sums of money and supportive services to assimilate into society. The development in 3155 Stars and Stripes Drive is a better venue for interim housing.
The new proposal is horrible. It keeps no-screening procedures but plans to put innocent kids next to sex offenders and people with drug addiction, just in order to get a high score for funding. LufeMoves put kids in danger on purpose and ruin their entire life! Shame on LifeMoves!
I'm a healthcare worker at Stanford and resident of Santa Clara. I've witnessed the impact of homelessness on the health of our community. Research shows that access to housing is one of the most powerful social determinants of health. The combination of housing with comprehensive health support services is the most cost-effective intervention, maximizing taxpayer dollars by reducing the number of emergency room visits, hospital stays, and ambulance rides. Vote yes on this proposal.
Please allow all residents speak and have dialogue. Not in a manner that all questions are taken in one minute speech from each speaker and few answers are given. It has not be like Q&A session where people are allowed ask counter questions in response answer.

There are many daycares, schools in this area. Even the kids always play around this area. The non screen shelter can pose high risks to the children and families. Please protect the children!
I strongly oppose a low barrier entry shelter close to any residential neighborhood. At a minimum, the city should enforce background checks and screening so that anytime such an initiative is planned close to residences, the security of residents does not become an afterthought. It is heartbreaking to see our city and county officials ignore and criticize their own residents for being concerned around safety and security. No to this proposal.

Why does the City of Santa Clara, with a population of only one hundred thousand, have to build so many homeless shelter?

I strongly opposes the Benton Shelter Plan because LifeMoves has a very bad record of running homeless shelters in nearby cities. Do you know 74% of their clients are still homeless after existing LifeMoves' shelter, because they cannot get quality service from there? They don't even feel safe there. Do you know LifeMoves doubled the cost estimate of their existing shelter within a year of approval? The unreasonable cost overrun indicates LifeMoves are losing control of their project.
