7. 22-721 Approval of a Status Report on the Lease Agreement Between the City of Santa Clara and the Police Activities League (PAL) for the Operation of a BMX Track
Three things are needed for a successful BMX track in Santa Clara: the Cities land, USABMX sanction, and a good operating group. PAL is not part of a successful equation. Respect to their history of supporting the track and Nick and the team of volunteers, but they will not run a successful track, the city, PAL and more importantly all the riders like my 10 and 12 year olds lose the track. Please vote “no” to returning the lease to PAL and assign the lease to USABMX. Thank you!
The PAL board made a mistake in not monitoring the BMX program. Simply trusting that track operations leader would operate the track in good faith, without taking advantage of PAL's absence was clearly a mistake. Leaving the track with PAL can in fact work as it has worked for the past 30+ years as long as a track operations team works in good faith to coordinate with the parent organization of PAL. We need Santa Clara and PAL to negotiate with USA BMX to keep the CURRENT sanction in place.
We need this track opened not only for practice but to be sanctioned with USA BMX. Please move the leave from PAL. Do it for the kids who love to race at there home track in Santa Clara.
Can you please remove PAL from the track lease? The success and strong ridership of the track is due to the countless time and efforts of all the volunteers. A USA BMX sanctioned track is needed, not just a practice track.
If PAL tries to say that they are open to working with USA BMX to get the sanction back up please ask them what they are doing to make that happen when USA BMX has said openly in many public settings that they are NOT going to sanction PAL to operate this track without the support of Nick Valencia and his team.
While PAL may be open to it, USA BMX is NOT.
People are not going to pay for this and it will end up being a run down bike park with zero economic benefit to the city of Santa Clara.
This track has become amazing and has grown leaps and bounds as being a part of the USABMX system. The support comes from USABMX the notoriety and the destination status that the city benefits from all is tied to USABMX. To end that partnership because of financial issues would be suicide and clearly hurt the city offering to its youth sports. PAL has issues it needs to resolve and it will in time but for now this program needs to continue on with USABMX and get back to the community!
Please Read: My name is Brian Allen and I'm a PAL board member. I retired from SCPD where I was a DARE/School Resource officer and the PAL fishing commissioner. I became a member because I believe in its mission, past volunteers, and the opportunities it provides to our youth. It is truly a nonprofit organization. The board is committed to continued improvement to all its programs, which BMX is a big part of. I am asking for your continued support under our current agreement. Thank You

Without a USA BMX sanction, there’s no reason to have a BMX track in Santa Clara.
